It's such an obvious question but no one had really asked it and Harris acts it perfectly, showing a bit of being taken aback at the obvious, but not obvious, question. The US (and the vast majority of other nations) build containment structures. So even in a meltdown (or a non-fizzle explosion) it doesn't spew radioactive material everywhere. It's still horrible, but at least the immediate surroundings don't get fucked IMMEDIATELY.
Also there is a BIG difference between a Light Water Reactor and an RBMK reactor; it's kinda, sorta impossible to get a steam explosion in a Light Water. Not ENTIRELY impossible, but not in the way Chernobyl went.

There really wasn't a single straw, but Chernobyl was the largest. The revelation of government censorship's part in the meltdown lead to the glasnost and perestroika reforms by the Gorbachev administration that weakened state control. The state's new policy of transparency coupled with their mishandling of Chernobyl among many other issues lead to a popular loss in faith in the Soviet system. The USSR might've survived had it not waged a costly war in Afghanastan or imprisoned critics and journalists in kangaroo courts, but Chernobyl was the perfect intersection of incompetence, casualties, and cost that poisoned public perception of the USSR.
