It's helpful to have positive reactivity in the control system. The problem is they withdrew the rods all the way out so that the positive reactivity contribution from the rods was practically removed from the system. In their experiments they introduced other forms of positive reactivity so when they went to insert the control rods to shut down the reaction, they forgot about the bit of positive reactivity at the end of the control rods which was just enough to make the reactor go super critical and BOOM

increasing the rate of hits makes more fission
