This is only being assumed now because it's the status-quo of MODERN cartoons.
This episode, and this show in general, were a product of a slightly more "innocent" time, believe it or not, when putting legitimate fetish-material in children's cartoons was rightfully called-out by parents and watch-dog groups and condemned. In this context it was merely a super-wacky "what-if" scenario to create comedy, similar to how Twisted Sister sometimes did nonsexual cross-dressing as a wacky part of their concerts.
It is only into today's context, where Liberals are unironically and even actively encouraging children to experiment sexually and engage in paraphilic behaviors at a young age, both directly AND through media, that this sort of content looks more suspect.

Do you really think it’s far fetched to say they picked up fetishes from Loony Tunes which they then inserted into their own work?
