You underestimate how much a good production with a good cast can draw people in, regardless of the topic. A ton of people lived with the consequences of the Chernobyl disaster. My country was part of the Soviet Union and even tho it was far away from Chernobyl the cancer rate has gone up quite a bit ever since. My dad was in the military back then and has told me how they suddenly were ordered to stop eating fresh food and only canned rations made before. And no one was told what was going on for days - people eating food poisoned by radiation. At the same time, high government officials had been provided by food from countries that were outside the zone of radioactive particles - all paid with the public's money. So yeah, for a lot of people this is more than just a show, some actually lived through it or were in someways affected by it.

The reason it caught so much traction was because they show was hot on the heels of GOT. That show was ending and people were seeing ads for it right as they were searching for the next thing to watch. I don't know if HBO was expecting the great reception, but they dropped the ball by not having something lined up right behind it. Are people going to be excited for the suicidal minority show that they now must wait a few weeks for? The women with secrets show that they must now wait a few weeks for? The watchmen show that is a few months out? Chernobyl was is a good show, but it got a boost from HBO concluding a popular series at the same time.

The first half of the first episode was so full of solid meme material that it took off quickly. On top of that the show has really nice production and the topic is fascinating to many people.
people are bored out of their minds and current culture is a vacuum. thus anything that comes along that is mildly stands out from the current stream of garbage media is tacked onto by many people who want to feel a part of a cultural movement
