Iron Man actually starts the changes in the power structure, albeit unintentionally, simply by existing, he's the first superhero(in the modern age). villains want society to remain the way it is, broken and ruined so they can easily feed off of it.

The point is that heroes in these stories are always a reactive force against inmoral change, but never a force of change, and when they are, they become evil(SHIELD turns to evil when instead of just being a protector, becomes a watcher and a protector, capable of holding and using actual power and so forth with the whole civil war thing).

The problem is that if they were a force of change they would have to hold beliefs and ideas, and in a mass consumption product it's impossible to satisfy everyone unless the change is back to the current state of liberal representative democracies, not because they are the epitome of goodness but because everyone consciously or unconsciously accepts it as the most balanced way of organizing civilization.

In itself is not bad, having the power to stop evil and relinquishing the ability to use that power to change society is a classic hero's trait in humility, as accepting that your vision is not the best or that you have a very concrete role in society in which you should stay for your own good and the good of the rest of us, stepping outside of this is rogue territory at best.
