Sisko didn't come to ds9 with federation ideals though, he came to ds9 half-hating the federation for taking his wife away. He never really rebounded and got pro-federation except where eddington was concerned. It was very very out of character, maybe Sisko was jealous. They didn't go into it.
Kira did that in S1 which was basically the Kira-introduction-season since all the important eps were Kira doing that. She didn't have a separate character and grow into this changed version, that's just revealed.
Quark/Odo mostly the same, they were introduced as sort of the vague outline of what they would be, minor filling in of blanks and repetition. Unironically Quark's shittiest Moogie & Magnificent Ferengi moments are his most character-ful.
Odo's character development was his disasterous relationship with Kira WHICH CONFIRMED his original incel stance.
Dax/Dax spouted technobabble, had some fun times with aliens, died.

The films don't count. They're not part of the original series, and even if you were to include them nobody changes in any meaningful way. They're like a sick grandma you barely know who thinks she's dying and keeps inviting you over and you don't want to go but this might be the last time and you'd feel awful if you blew her off. By the time we see ancient Kirk again in Generations he's bouncing around chopping wood and riding horses, and more than willing to run headfirst into another fight. Where's the acceptance of age, or the development into something other than a cowboy with a ray gun? If you think the volatile Sisko at the beginning of DS9 is the same tempered man by the finale you either weren't paying attention or you need characters with obviously drawn arcs like robots with Pinocchio complexes.

By first scene of #1 spock's already turning, his arc goes psychadelic though. Kirk's arc goes through all sorts of twists and turns but the end point is reinforced classic Kirk. Doesn't have to be different. Sulu grows up a little but Shat shat on that.

The magical Prophets don't matter, what's important is his willingness to have faith in them. He accepts his role in the universe, that his life has purpose and so too does the death of his wife, that for some strange reason he can't understand everything that's happened has done so for a reason. When he finally admits he needs the Prophets he's letting go of his anger and becoming someone who wants to protect the people he's come to love.

I think what happened with DS9 for me is that when it aired it was hard to keep up because of TV schedules and missing episodes I would sometimes not know what was going on anymore and gave up. Once I was able to watch it in order I grew to really like and appreciate it more and felt that it was underrated and many people might have been in the same position that I was. Sometimes when people hate on DS9 it just seems like they're missing out. I can see why some people wouldn't like it though, but I'm surprised at all the "there was no character development" thing though. I kind of felt the same way about Babylon 5. I enjoyed that a lot more when I was able to get my hands on the episodes and watch them in sequence.

I wasn't even making the assumption that's the reason you specifically don't care for it, but that it is a very common reason at the time for a lot viewers.
