It depends on what exactly you define as "propaganda." Technically I kind of see everything as being a form of propaganda. Western media is defined by the "propaganda model" of corporate control through advertising revenue, so in a lot of ways, HBO is kind of independent of that. But looking more at the general sense of what "propaganda" is, I'm always more interested in what the intrinsic messaging is. What is "the point?" And on that level, it rings closest to me like something like an Orwell novel. The show isn't selling any kind of "nationalism" or regionalism or outgroup contempt. They go out of their way to make "The Other" Russians and Ukranians talk and act more like the target audience, so they're more relatable and the characters can be more easily identified with, than if they were a bunch of silly-talking idiots with faux-Russian accents.

Like the messaging of the "propaganda" is that totalitarianism, ideological political cult messaging control, and everything else connected to that is fundamentally destructive to the well-being and stability of a society, culture, government, and even the future of all humanity. It's got much broader themes than "THEM=BAD, US=GOOD."

This sounds sort of interesting, but it also ended in an ''anti-climax''. Kiev was spared. Neighbouring villages and towns though, not so much. From a writing standpoint, you'd probably have another ''bridge of death'' scene which was already done. But I guess it would've been funny to see all the higher ups scrambling to get their families to safety, being noticed in their absence, etc. while the rest of the informed are forced to put on a show and anticipate the worst while experiencing major anxiety.

Like how everything looks 30 years old. Pripyat was a new city it wouldn't have looked so worn down. This only serves to make the international audience more comfortable with themselves.

They could have put the rods in slowly one at a time letting it cool off from each power spike before doing the next one. This is what they did before at Leningrad NPP when the same thing happened but the documents were sealed and the engineers didn't know there was a problem that would necessitate that situation in the first place.
