Targaeryns didnt allow shit. They only arrived in Westeros 300 yrs before the show, Lannisters have been around for thousands of years before that. If they just started wiping out Great Families they would never win the loyalty of the other Houses and eventually end up getting overthrown.
It didn't run out in the books. The show says it ran out to.....well I don't know what the angle was there. Create a sense of tension? Like this guy says, if the Lannister gold mines ran out before the show even started, everyone would know about it.
Literally the entire plot of the series is that nothing can withstand attacks by multiple dragons. That’s the only way the conqueror Targaryen made conquest work. It makes no fucking sense they would have conquered everything but the gold mines.

Fire and Blood is based on Targaeryns, and yes it talked a lot about their tax policies. Besides Robert the others had too short of a reign to establish any administrative policies or are outlawed and declared rebels against the throne

They did conquer the gold mines. They conquered everything. They just set up a new system where the former kings of the seven kingdoms were now feudal lords who owed their allegiance to the Targaryens (those who refused, like the Gardeners, were killed and replaced). The Targaryens had their own personal lands in Dragonstone, the Crownlands, and the Stormlands (which was ruled by Aegon's half-brother) after the conquest.
Bran isn't a philosopher god king. He's not even Bran. He's a puppet of the Children of the Forest, part of their hivemind. That's why he has no emotions anymore and why he's linked in to their collective consciousness/memory. The ending isn't a perfect king, it's a foreign hivemind controlling humanity.

They were a major power when Harren the Black held Harrenhal in the Riverlands but during current events they are probably the weakest/poorest of the kingdoms and almost immediately end up losing any territory they conquored diring the War of Five Kings
