The first anime I had seen was the dub of Samurai Pizza Cats, then Dragon Ball. Later Sailor Moon and Dragon Ball Z. I didn't even know they were Japanese or what anime was until that Teletoon block started that summer.

You're not really wrong. TV in the past worked because it was the only thing. Eventually specialty channels expanded things so you could seek a general style of program, but it was still what they wanted to let you see at the time. Now it's all on demand and everyone's copying everything else. Specialty channels don't even focus on their specialty half the time. History channel being a prime example, but it's really everything. The simplicity of the past really worked. Of course if you know what you want to see in particular it works great now, but I find I'm following recomendations from friends or nostalgia and not really enjoying new content. Usually something old.

I think they reduced the required hours and/or expanded the rules to include things produced here that didn't fit the regulations earlier. So something like SG1 or Supernatural fills Space's content needs and they don't need to find original programming as often. Castle probably counts because of Nathan Fillion. Do they even have their own original shows like that sci-fi/geek news they would have every day?

I mostly blame the mid 2000s flash animation shitfest. People abused the grants and quality dropped hard to the point it wasn't fostering a Canadian identity and was just money laundering. That and American stuff becoming more and more promoted made it cheaper for everyone to just import than create.

Does anyone even care about TV (cable or whatever you'd call it) anymore? Every time I turn on the TV, it seems like a completely dead format and even if there were a few good shows on, it seems that wouldn't bring the magic back at all, which is quite depressing, since streaming is lifeless.

You can get em all back if you know how to break into the cable box on the side of your house. I had DVR cable for years then dropped it when I moved because I couldn't justify paying for it. Cable is irrelevant. The fact of the matter is that all those companies own all the TV channels, rights for US content and are the only means to get anything made in Canada, since their participation is how you get grants.
The truth is they probably have the ability to broadcast all these cable channels for free over the air through digital subchannels under CTV, Global or Citytv. But instead this country has become tricked into thinking it has to pay for cable or $100 per gig for data.
