I seem to remember there being little ramshackle houses next to some of the beacons. Is my mind just filling in the blanks or was that a thing?

In the movie or the book? I just reread it and there is nothing about beacons and Gondor calling for aid. They haul ass over there pretty much as soon as the battle of helms deep is done. Aragorn doesn't show up until the end of the battle and the army of the dead isn't with him, they help take the ships and that's it. And there are no elves in any of the battles. I'm so pissed about that.

In some of the shots you can see little huts near the beacons.

They would probably at least be manned during times of war.

They lived at the base and summited the peaks when they saw the others were lit. Overall it took a couple months to pass the message.
