According to Forbes, there are indeed plans for The Penguin and Catwoman to appear and they will be joined by new versions of The Riddler, Alfred Pennyworth, and Commissioner Gordon (which presumably means we can expect Jeremy Irons and J.K. Simmons to be recast for the reboot). As well as potentially a bew robin.

Adding in too many characters was one of the reasons why Batman Returns in 1992 was not as interesting as 1989 Batman. This is kind of a red flag that this might be going in the wrong direction.
