Fukushima should not of been evacuated. Evacuation at most extended the average lifespan of its citizens by 3 months at best, at worst it reduced their lives because of the stress of evacuation. The water inside it heats from liquid to gas in a fraction of a second. I'd say it "sublimates" but obviously it isn't going from ice to steam. Because all the water instantly turns to steam, the pressure in the vessel goes from any reasonable number to far outside its specifications. This is a steam explosion. I never saw the movie so I cannot account for pyrotechnics that may have been used to show the explosion on screen. That being said, if the expanding gas crushes machines/electronics as it blows the reactor apart, it can make a lot of sparks and depending on construction (I'll accept fantasy, TNG-style exploding consoles) even some flames and smoke.
