So I just watched this show and thought it was pretty good but one thing in particular bothered me. It makes no sense for the nuclear doctor woman to go on a secret undercover spy mission to ask questions to the Cherno engineers. She was already giving advice and consulting with two of the mot powerful people in the USSR at that particular moment, with everything being granted to them in order to "fix" that mess. I'm sure they could have just said "hey we need our woman to go ask some questions to those dudes before they die so we get some insight on how to actually fix this shit" and noone would have opposed them. That scene was there for pure drama and suspense only and it really made no sense whatsoever. Usually I'm not so picky but when a show is really good is hard to let shit like this go by.

Are you confused because she put on protective gowns like a nurse? Everyone except the brainlet wife who needed to be in close proximity to the patients wore those. Have you never wore leather boots? You need to break them in - some parts need to be softer and stretched out about a millimeter and some need to be let to shrink by moisture to fully adjust to your feet and be just perfect size. That was one of my first thoughts, then I realized they had aerial views and knew things about the situation that few to no one does now. That is a possible connotation. I do think that you are confusing state control against necessity as well as individual faults. For example, Dyatlov was not acting on orders, wether by HBO or in reality, nor were Fomin and Bryukhanov. As for the rooftop thing, it was awful but quite possibly necessary given the circumstances. You also have to understand that soldiers in the CRBN units in the Soviet Army more or less knew what they were going into as per their job description.
