he's getting old and this definitely takes a toll on him. The dude just wants to meditate and make art and I feel like he intended to end the series with season 3. Plus it seems really hard for him to make stuff in showbiz because of how he clashes with conventional ways

He has ADD or OCD. You can tell that he compulsively fidgets in certain scenes. Sometimes he's pulling at his jacket straps, other times he's impatiently flickering his fingers.
Might be why he smokes so much

I mean, he becomes a cop. He wasn't even that bad of a person as a kid. Leo was a piece of shit, the dude he shot was going to kill him, he's the voice of reason as Laura is being lowered into the ground. He actually grows up. Lynch clearly wants to tell the audience that Briggs raised his son well, and that once Bobby got a hold of adulthood, all the shit that Briggs imparted on him comes to fruition.
