There used to be a lot of really lame simpsons threads posted on Yea Forums filled with nimrods quoting the show to each other and posting pictures from reddit. In this environment the screencap of Sneed's shop was posted along with the comment "I don't get it". Eventually the Sneed's Feed & Seed was posted in every single Simpsons thread and even as the subject of new threads as "simpsons jokes you never got". The feigned ignorance and argument over what the joke REALLY was came to be the most prominent fixture of every Simpsons thread and thereafter it took on a life of its own and became what you see today.
In my own opinion Sneed is a massive improvement over the gay "comfythreads" that existed before

The sign is a subtle joke. The shop is called "Sneed's Feed & Seed", where feed and seed both end in the sound "-eed", thus rhyming with the name of the owner, Sneed. The sign says that the shop was "Formerly Chuck's", implying that the two words beginning with "F" and "S" would have ended with "-uck", rhyming with "Chuck". So, when Chuck owned the shop, it would have been called "Chuck's Feeduck and Seeduck".
