This was the Directors orders. But I don't believe his decision was wrong. But since the shift team present was not the one prepared for the test, Fomin should have been present too and actually, they should have paid the day team to be there too or postpone the test till Monday. Whatever costed less.
Still, Dyatlov and Fomin probably told the plant Director safety condition were available to conduct the test, so I don't see why he took blame for it as a plant director doesn't have to rule over technical questions.
In todays world this would have been discussed over a series of emails and blame would be clear.
This for the accident. Then the deaths of firemen and personnel are all on the fact that damage was not assessed correctly and again Dyatlov and Fomin are to blame.
The plant Director being blamed is a fucking joke when the higher "technical advisors" at his command gave him both false information.
