Serialization has been bad in season 20 for sure, but season 19 was easily the best for me. Simply too many iconic episodes, PC Principal was such a cool addition, remark on was.
There was the three part GOT parody then the video game they did, after that the shows quality went off a cliff. A couple of episodes might not have sucked, but that was the definitive turning point.

i actually liked the continuity thing but yeah seasons 3 through to 9 or so were a different league. The last 2 seasons I haven't been able to get through one or two episodes without losing interest.

I personally think seasons 4 to 10 was the shows’ golden age. The awful Imaginationland three-parter was the signal that the show’s quality was dropping. I can’t remember the last episode I watched, I think it was the Zimmerman one.

iirc season 16 was the first season where they started doing only 10 episodes per season with no break inbetween. It was also one of the shittier seasons of south park looking back, the only episode I remenber liking was the halloween one with randy and the videostores.
I'd like to modify your list a bit.
S1 and S2 are very good, but it's still kinda unpolished all around. They haven't quite found out their formula and are testing different kinds of stories and humour.
S3 is where they find their shit and begin the golden age which lasts until season 7.
S8 is still really good but there's something off in some episodes.
S9 is where there's clearly a major shift in both the looks and writing. It's still a very good season but this is the season where they start making episodes that are completely based on parodying different cliches in different genres, or completely base their storylines in parodying individual movies. Difference to earlier parody is that they used to be South Park enhanced with cultural references whereas at this point it becomes generic parody with South Park references and characters glued onto it.
S10 is still cute but it's the point of no return. Episodes start revolving around a single joke Trey made up, or it's a full parody of a thing. Also it's the start of these story driven multiepisodes which rely on twists and cliffhangers with less of a focus on jokes and stuff.
S11-14 are still watchable and some episodes are relatively good but overall the quality has sunken to a new low.
S15-S20 are terrible and it only gets worse as time goes by.
S21 is where I stopped clinging to hope and made the sad decision of finally dropping the show forever.
So the answer to op's question is not that easy. There was a gradual decrease since S10 and it's hard to pinpoint where it exactly turned into complete horseshit.
22 is better than 21, so I think there may still be hope.
Season 1 to 11 was all quality; after that it's pretty inconsistent. Some episodes are great, some suck, it just depends. If you compare it to the Simpsons though, it's obviously fared better at maintaining its quality. Everyone who says "it's pure shit since season X" is just retarded, it has good moments.

They lack jokes, they lack imagination, they lack good story and they aren't original, for starters. I think that due to their age and thus less of an imagination, they have hard time to come up with stories -- so when they come up with a story, it feels "forced" and they make retarded shit up to make it a 22 minute episode.
You could imagine it that it used to be their passion and they were excited which showed on the final product, but these days they're doing working a job and are cynical as shit while also being stressed as fuck about the stirct deadline.
I don't know, there are pretty good episodes in s16, for example "I Should Have Never Gone Ziplining" is one of my favourites

No because the satire was subtle enough to make the episode stand on its own whereas currently they're doing a straight-out parody that gets old as soon as people forget about the event they're mocking. The episode loses its relevancy soon after airing because the whole episode is based on the viewer being aware of the current event, and not jokes per se.

They became out of touch with what kids and young people like. They always pushed their viewpoints on to the viewer but because they are out of touch it only appeals to people who have become embittered on the internet.
Even worse many are topical episodes crossed over with movies or tv shows in a way that doesn't make sense. Thor x Thanksgiving, hoarders x Inception (which they clearly hadn't watched. They plagiarized of a Collegehumor sketch), GOT and the console wars, Glen Beck and Avatar.

Correct, golden age ends after season 10 but the show is still enjoyable for 4 or 5 seasons afterwards.
