It depends on how you look at it. Ramsay did more damge to more people but in terms of motivation and reasons for being a dick Joffrey was much worse, as he was just a shitty entitled sociopath who tortured and murdered for fun. Ramsay mostly did evil shit for somewhat logical reasons.

Joffrey was honestly not even bad by the standards of real-life kings. The moment that made people really hate him, executing Ned, what are his options?

1. Ned is lying about the incest/Robert's will. Then:
1a. Kill him
1b. Send him to the Wall, except the road to the wall obviously leads to the north and he could literally walk to Winterfell and nobody would stop him.
2. Ned is telling the truth. Then:
2a. Kill him
2b. Send him to the wall and let him tell his story to other lords. He would obviously go back to Winterfell and call his banners, all in support of Stannis. Ned's reputation is such that many other lords would listen, especially in the Vale, the Stormlands, and the Riverlands. He'll march on King's Landing and kill you, your mother, your sister, and your brother.

I think enjoying the killing and the constant mental torture of Sansa pushed people more over the edge. Remember how she had to look at her father's head because of him?
