Critics say that the human characters in Godzilla 1954 are bad because they're too smooth-brained to understand that it's a melodrama. Usually the human characters in these giant monster movies are quite simplistic, and they're just there to further the narrative and set up the monster battle itself. The most character development they typically get is in a movie like Godzilla X Mechagodzilla where the main character is motivated to get revenge against Godzilla for killing someone close to her. The father in Godzilla 2014 actually had a good motivation (wanted to find out what killed his wife, what the government was hiding, etc.), but was killed off in the first half-hour of the movie.
