Nilfgaard is 15th century HRE. By 15th century, the plate armor was so cheap to manufacture that most european nations commonly fielded infantry atleast partially clad in plate armor. Italy especially was rich enough that even the smallest city states could afford to equip entire armies like that.

Not to mention that since Nilfgaard is also Roman Empire, it should have no trouble with bankrolling sizeable and welf equipped military.
