Planet Earth 2 wasn't even good, it was dramatically dumbed down compared to the first one, which was already intentionally made to be very digestible to a really wide audience. i wouldn't call it filler in any way, since the show isn't only about how it happened, but also how they "solved" it. in the podcast he even talked about thinking to include the sarcophagus building, since it started around the same time as the other events of episode 4, but it wouldn't translate well into film/drama language. Episode 4 was surely B Story, but very connected to A Story (reactor kaboom, who and how?), since B Story only exists because A Story has happened

But the episode does advance the plot. The plot of Chernobyll is what happened at the Chernobyl NPP.
What it didn't do was grow the characters, which again is understandable because they aren't the centre point of the show.

To think that writers get so many minor details right might make you think they did a lot of research, and probably aware this is urban legend. However they distorted characters motivation beyond recognition as well. I guess they thought the real event wasn't THAT dramatic. Even though this disaster is horrible (and most horrible things shown in the series were actually real).
Every place where writing goes far from reality, it suffers, but i must admit it was well crafted and shot/directed by genius.
