also it is weird that fewer Valyrian houses moved or developed in Westeros but one has to consider that firstly the Targaryens were a weaker Valyrian family with little influence that was diminished by fleeing from Valyria based on a prophesy
they waited a century before invading Westeros so their dragons would be large enough, a century in which they didn't seem to interact with Essos very much, it's likely that non-dragonrider Valyrian families in the colonies took over and would have no reason to ally themselves with a house that had no ambitions in Essos
it's never clearly said whether the Dragon riding Houses of Valyria have the power to ride dragons or whether all Valyrians do. As all of the non-Targaryen dragon riders after the conquest are the result of intermarriage with or Targaryen ancestry, bastards and Velaryons
