No. Those cameras are covering wide areas, not specifically targeting one guy trying to have a personal conversation on his phone at a table. (God, I wanted that guy to beat that punk.) Also, those cameras aren't recording SOUND like spergy McGee was.

Most people are smart enough to hate being put in a situation where they are either being tricked or judged. Both are pretty inflammatory, as it holds a chance of not being judged in their favor when they don't control or approve of the context, surveillance cameras don't communicate active judgement of personal space and aren't really capable of it.
