because the only good trope the genre has is jumpscares. Nothing else is really good at captivating people in the visual audio medium. You could play loud sounds, but that ties into jumpscares. The entire genre is reliant on it, and a horror film without jumpscares lack danger, and tensions is created through other means, like music, sound engineerings, visuals cues, but they're objectively not as shocking as jumpscares.

There are good ones, but it's so easy to make that a lot of film makers go into that as a stepping stone to getting noticed, so they can work on better films.

For some reason horror fans are very forgiving ( the most forgiving movie fans) that will buy and watch any garbage horror studios make.

When that is the case, studios do not need to try as hard to make movies.
The budgets can be low and the acting can be shit.
Because horror fans will litetally watch anything and like it
Studios spend very little on script writing or on good actors or good cgi.

The reason horror is shit is because the horror fans accept it to be this way.
If the movie has gore or ghosts or demons then no one cares how garbage the movie is.

Look at the nun or anabelle or hellraiser. If the demon or creature or ghost shows up then the horror audience loves it. Even if they spend 50 minutes with a boring story to get to the nun or demon

Capeshit relies on good fights and good cgi so the budget needs to be high.
