You have to take into account that they couldn't start working with the X-Men until the deal was done. Once it's done they start planning and teasing. I'm sure phase 4 will have many teases to the X-Men as in their names popping on lists or screens or something like that. They need big name actors that will work for at least ten years and that get along with the rest of the cast and also need a story to fill those ten years which at the end should at least make them 800mill per movie. It's no easy task and they don't want to rush anything.

If they do something House of M inspired, they might reverse the effect and do sweeping changes that will cause mutations and thus the X-Men to be a thing. Possibly. Going back to 1950 theme means they set it up so that it can even happen retroactively. Which of course leads to even more timeline breakage. Which itself could leadt to incursions for that fiftieth avengers movie. The one that will finally do 3billion.
