How can it be "propaganda" when Klimov the director literally had to fight for 8 years straight in order to release it because the soviet government didn't want it to be released under any circumstance?
This is mainly because the majority of the "germans" in the film are ukrainian collaborators (like it actually happened), as evident by that entire under the bridge scene. Literally soviets killing soviets.

It's an anti-war film, there is not even one hint of why would anyone join the soviet army/partisans also, nothing but bad things happen as soon as he joins them, even before he encounters any enemy at all.

The women could pick themselves back up and put themselves back together at times that men completely shit down, and towards the very end often told any German carrying a gun to either fuck off or get rid of it if he wanted to shelter with them. Bear in mind this was at the point where the soviets held 90 percent of Berlin. Some women talked about having developed a sort of maternal contempt for the men after realizing they were in fact mentally stronger in the face of the worst possible eventualities

Also bear in mind that a week before it had been common for teenage girls to have pictures of famous Luftwaffe pilots pinned on their walls like boy bands. In Antony Beevors Berlin there's this bit where a girl like that gets raped particularly badly, almost as an ironic mirror to how much she's romanticised war and the men who ruined her country.

In WW2 99.999999999999999999 percent of the bad things happening to the soviet people were done by the axis. The soviets did the vast majority of their bad shit before 1940.

Like you can probably compile a compelling slideshow of bad shit the soviets did in WW2, but it would be highly unrepresentative to use that as the basis for your portrayal of day to day circumstances, in contrast to the Axis killing 26.6 million soviets, about 20 million of them civilians or POW's outside of combat.

I also don't know what you want to be portrayed in a movie about partisans. The soviet government isn't really present to do anything wrong in the movie, whatever its character, which is historically accurate because partisans are by definition cut off in enemy territory

Wrong. This sometimes happened as a panic response by inexperienced commanders very early in the war, but it was not their doctrine and stopped happening very quickly as they got their shit together. The Soviets never won a single victory by using human waves(they straight up don't work). Their doctrine was called Deep Battle, and they won because they became better at war than the Germans.

In a war this large there's no accounting for every case, but generally, even with units retreating without orders, only the officers who made that call were punished. The whole unit wasn't. And while we can hone in on examples where the illegal retreat made sense, the Red Army had a chronic habit of retreating too early and too easy in 41 and 42 that meant harsh measures were needed to change that habit in order to win the war.
