Dutch talked about the moral compass early on in the show and always did everything in his power to both save as many people as possible and follow the law fully. Vic almost convinced him to play evidence, but he couldn't go through with it. Turning him into a killer would be out of the blue.

Ronnie got his day in the sun in that one episode where he gets solo duty on some undercover thing with bikers and then Tina gets wet for him after she sees him in action, emasculating Dutch once again.

But yeah, overall, the guy just couldn't hang with the other actors on the show and so he was just thrust into the background. They could never give him and juicy storylines because he just couldn't do anything with them.

That's the same episode when Billing says he could be a strike team memeber and takles a fugitive. Pure kino!

I think the guy was Ryan's friend, he acquitted himself decently, all things told.
