That metric did not apply during the cold war. The soviets were out of time in a way. They were living under the same bubble almost entirely cut off from the western world. No internet, state tv, state press, state radio, state education. No alternative. Their time was the soviet time, and it was set in stone decades ago. Chernobyl is in many ways the culmination of everything wrong and everything right within the soviet system.
