1 is objectively the best and the fight between Rocky and Apollo is believable. Rocky is only able to go the distance because he trains his ass off, they establish that he was always talented and that Apollo doesn't prepare at all. 4 is also an acceptable answer just because it's complete dumb fun shit

IV is one of the best movies of the 80s, so it's the absolute best Rocky movie by a fucking mile.

4 has some of the most memorable scenes, but isn't all that great as a complete film. It makes for good YT clips here and there, but 3 is an overall better film.

I is a genuine classic, II is a worthy successor, and IV is noteworthy because it's so distinct from the rest of the series compositionally, and because it abandons the pretext of being purely about Rocky's life to have a more concrete, pointed message
All the other ones suck because it's difficult to maintain interest in Rocky as a character after he gets rich and famous, and because by 3 Sylvester Stallone just turned Rocky into himself
