True the 90s were filled with action too. Jean claude van damn movies. Jackie chan and Jet Li kinda took over. Then spiderman came along in 99 and kinda changed the formula. I wouldnt be surprised if 9/11 is a part of the issue too. It may have been an innocence lost. The '90s were really the last gasp of masculinity as being a staple of film. One the '00s hit and third-wave feminism became a 'thing', masculinity became 'toxic' and studios bent over backwards to avoid being labeled poisonous and non-inclusive, which is why you saw so many 'comedic action' films get made in the vein of The Pacifier. We're starting to see a slow resurgence of masculinity being acceptable again so long as it's accompanied by enough ticked checkmarks of inclusion to support it ie John Wick.
