I gotta talk about this scene, I've come back to it like six times now and I gotta talk about why I enjoyed it.
So, objectively, the editor was right not to include it in the final cut of the film. It really adds nothing new to Carol's character that hasn't already been shown, it doesn't build the world at all, it doesn't introduce anyone new, etc. Sometimes writers can add fluff scenes to a movie because they think it's fun or may possibly build a character, but later realize that the scene is just padding, and take it out. That's kind of the scene we have here. They replace this one with a scene of her just looking at the bike and the mannequin and cut to her leaving with them, which doesn't waste the audience's time and lets us get back to the main plot.
But if we look at the scene out of context of the rest of the film, then it's actually really fun. Carol's first encounter with sexist attitudes on earth, and what does she do? Tolerate it? Go along with it? No, she shocks the hell out of the asshole. She's not gonna take an asshole objectifying her because she's her own person, from a society that presumably doesn't have as much sexism, and the first time she encounters it, she shuts it down hard, and I really love that.
Add to that fact that Carol has her best line delivery in the entire movie in this scene, and I'm a little sad that they didn't include it. She's stern, and gruff, but also shows that she's got a sense of humor. In addition to that, with this scene, we see that Carol isn't above using questionable methods to complete her missions, which makes her more than just a moral paragon. We see this early on in the movie which is why they cut this scene, but this scene really manages to convey it much better than the first act of the movie, and with so few lines too.

If you look at this scene in context, it makes even less sense. Carol just arrived on earth from her Cree planet. The only social interactions she can remember are the ones with the Cree society. Unless the Cree are living in a feminists nightmare, she would not know what the bikers true intentions are. In her frame of refference, the man was just trying to trade a service for a smile. And she just assaults him, just because she is stronger than him. She is a violent bully.

imagine if someone told you to smile, its not some hard hitting principal that anyone is vehemently against but its annoying because you're being told to do something you wouldnt otherwise consciously be doing.
