She is for all intents and purposes, Death. She has the scythe and she has the ring. She controls the reapers. Chuck recognized her as Death and he hates her. Billie has been setting up her play since season 13. Just like season 4/5 suggested Death can die from his own scythe (and happened in season 10), the show also suggested in season 5 that Death will reap God, and this may actually happen in season 15. It all depends on their plans and the endgame--is Chuck really evil or is this an elaborate test for the Winchesters and their allies? Are Death and the Entity actively working against God or are they in on the script or are they unwitting pawns?

I said potential. Jack is only 2 years old. And at 2 years old, Chuck felt the need to step in. He only did this during Amara's rampage because Amara was his paygrade. The first apocalypse (Lucifer vs Michael) was his own plan and way below his tier, so he only watched and minimally intervened
