This is a misconception a lot of people have who only watch a handful of episodes. Steven actually has a great arc and is a pretty well written character. He's got personal flaws up until the very end that hugely impact the story and often even puts people into trouble.

they never fully explain how steven and his mom "work" exactly, it's just said that it's different from fusion in some way, so I can't attest to that. I would say that because gems don't have dna, and that steven would have to have full human dna for his human half to work then he's probably by most definitions just male.
