How did they send back any Terminators at all after the first in T1? Kyle Reese claimed humanity smashed Skynet's defenses and the original Terminator was their last resort before Skynet was destroyed. How did they keep pumping them out after that?

Skynet had to influence the future but couldn't do anything large enough that it would affect it's own creation. Depending on how you take Kyle's "one possible future" line from T1 then Skynet was always at risk of creating an alternate timeline instead of changing the existing one.
Kyle says "it's infrastructure was smashed, it's com-net severed." Skynet had been reduced to a number of independent facilities each running either a piece or a whole copy of the AI operating system. One facility had enough juice to send Arnold, the other sent the T-1000. If the humans really were winning and had access to Skynets tech then it was in their favor to sit and wait for each facility to expose itself/blow it's wad and send a protector back at their leisure before picking off each isolated piece of Skynet. Time was on humanities side, not the machines.

No records dating back 350 years for an accurate location, T1 has to become a phone book killer. Imagine a terminator killing and slaying every potato farmer Connor & O’Connor? To much could change Skynets chances of creation

Ok ,let me break this down.

'Why didn't skynet send back an A bomb in a skin sack?

In either movie it is never explicity stated that skynet OR the resistance KNEW beforehand that the timetravel device could only send organic material.

I put it to you that skynet had one last stronghold, working on experimental time travel tech. The humans revolt, and overrun this last facility. Skynet panics, realises it's fucked, and takes a gamble on this new time travel tech. They grab a regular t-800 infiltrator fresh off the line, equip him in their best over skin armour/clothing, all manner of high tech weaponry and send him through.

The resistance break in as this is happening, and send through their own soldier, again, in their best armor and all manner of tech. Both emerge naked on the other side.

The t-800 thinks nothing of it, senses what has happened, and immediately sets about to rectify it (get clothing, get weaponry). He doesn't dwell on it, or wonder why, just like a machine would, simply deals with the situation at hand in a logical methodical manner.

For all we know, he was sent back with other machines, hunter killers (the mini style from salvation) and all evaporated due to not being coated in organic material.

Reese emerges, clearly in a confused state, and merely Surmises that the time travel machine can only take living organisms; he does not know this for sure, he simply deduces it as the most likely answer to why all his stuff is gone.

This also answers why skynet didn't send an a bomb back.
-they didn't know beforehand only organic material could go through, so obviously didn't have some lovecraftian Abomb skin sack on standby.
-an a bomb, while devastating, is NOT a confirmed kill
-the human uprising was not foreseen. They simply didn't have a contingency in place for it, when it happened, they made the best decision with the resources they had on hand, a t-800 fresh off the line, and a working, albeit experimental time machine.

Not necessarily, the movie outright said that they postponed Judgment Day, so it's not hard to imagine that in another dimension, it did end in 2.

If whatever city Sarah Conner was in suddenly evaporated in a nuclear explosion, WWIII would happen sooner than it was meant to, and Skynet would likely never be built.

Call it headcannon but you can read that as 'you enter the time machine naked' OR 'you travel through time naked' ie he entered the machine fully stocked, some grunt flipped the switch, cue pic related time travel wormhole shenanigans, and the clothes/weapons start to disentegrate as you go through time.

You haven't established if he means GO in timemachine, or GO through time (wormhole).
