Walt was already a villian. Season 5 just went and made him a hamfisted cartoon character. They fucked up the show by splitting the last season, same as GoT but not quite as much of a disaster, too much plot for too few episodes so everything is rushed and overly contrived.

Walt became a villain officially at the end of Live Free or Die. Season 4's ending was perceived as too ambiguous to make any solid claim on what Walt may have done until he outright admits in in the third to last episode. And I haven't seen any cartoon antics from him aside from him eating the red apple after lying to Marie and maybe threatening Saul. His actions come off as someone who genuinely believed everything would be smooth sailings after the main threat was gone, it was really his own hubris that doomed him. I do agree that tying up all those loose ends was a bit of a rush job

DBZ died the moment they decided to bring back Goku and make his son into a joke, right after completing his perfect character arc in the Cell saga.
it ended with his wife saying "my turn" to the camera and it going to black. all of the drama happened so they didn't continue the show. the whole season was garbage and nothing happened in it. the hurricane was the most boring plot development possible following the first two seasons and frank lost most of his motivation or at least I couldn't find what was driving him. the finale was shit

I think the low rating just comes from the final episode that ended the series which honestly was pretty weak. I loved the Buu saga but the tournament with Uub at the end is usually just something i skip anyway.
