Germany had one of the most influential filmmaker of all times, but after the 20s they were not all that relevant, although they had interesting movements and great filmmakers.
Italy had a massively influential film movement with neo-realism, and after that a slew of renowed filmmakers, both in arthouse and in genre cinema, but it is arguable how influential they actually were.
The answer is probably france. Not so much for the films themselves but more for the impact that the nouvelle vague had on cinema as a culture. If cinema is now considered a form of art it is mostly due to the cultural impact that snobby french critics-turned-filmmakers had on the system in place in the post-war moviemaking.

The ones you listed are all great filmmakers, but none are anywhere near as influential as Godard or Truffaut for instance. Well Spain is doing a lot better these days seeing as Nuevo Cinema Español was a facsimile of French and Italian new wave. However, the implications of your post not related to Spain are both ridiculous and appaling and it must therefore be discarded. Much of the other TV series I remember of that era (the American ones), were episodic series such as A-Team or Dukes of hazzard; Start Trek too.
I'm speaking just about Italy: we used to call those things "sceneggiati", they were basically that, longer movies. Two quality ones that I would recommend are Pinocchio by Comencini and Il Segno Del Comando, an early 70s story that could be described as a gothic ghost story vaguely similar to something something Twin Peaks. Always loved this one
