You don't need a VPN if you use a good private tracker. The one I uses has literally everything I've ever wanted to download, and I pay for a cheap seedbox with 1gbps bandwidth up and down to maintain my ratios.

Depending on what you're downloading and your ISP's policies, you might be able to get away with downloading from a public tracker like TPB with no VPN. It's a numbers game though. Eventually you're going to end up on a list and you'll get a letter in the mail. I downloaded for about 4 years from TPB before Time Warner sent me one. That's when I made the switch to private trackers and haven't seen a letter since. Also the speeds are WAY better because people don't just hit-and-run torrents on private trackers.

So which countries absolutely require a VPN, as in you'll get sued if you get caught?
