During the Battle of Blackwater, when Sandor retreats from battle, Salsa goes back to her chambers and he is hidden there, he offers to take her away with him but refuses and he kisses her before leaving. Basically from then on she views him as kind of a broken man offering her kindness when she had none so she always views him in a semi-romantic way, but it's all kind of confusing honestly. She doesn't know which sort of "love" she feels towards him between platonic/familial or romantic. I don't think his feelings towards her are ever revealed.
