They sometimes are. Jeremy of G+G is saying the GoT final was worse or comparable to TLJ and it not even in the same league. Dany always had a dark side that was kept in check by her advisors. When they all died or betrayed her she snapped.

TLJ was actually good writing though, besides the comedy and side stories. GoT finale was competently made, but nowhere near the nuance of grrm, and left plotlines unfinished, unlike TLJ.

That's how the tomatometer (used to) works - it's not a movie rating, but how many reviews were positive. Reviewers are now free to give an 85% "Rotten" or a 40% "Fresh" review, because it's all abut likes and dislikes now. If I was doing a movie information site, I would now eliminate Rotten Tomatoes as a ratings site, and rather look to other sites like Google and Metacritic. Or just the chains like AMC and Cinemark.
