It's official canon and has been for years. That's not necessarily a good thing but it's something that any post-VOY show is going to have to deal with. I think it's actually a pretty smart move to do it this way.

What seems pretty obvious from the trailer/existing canon:

>Starfleet sends out Spock with the Red Matter and Picard with the rescue fleet
>Neither get there in time to save Romulus itself
>Spock stops the supernova from getting worse but goes AWOL in the process
>Picard watches billions of people get zoinked in just about the worst way possible

As for why Picard leaves Starfleet:

By the end of DS9 the Federation was clearly ascendant in the Alpha Quadrant; the next 'era' was always going to be focused on the benefits and difficulties of the Federation becoming a hegemonic power (as opposed to the cold/hot wars previously). Nuking Romulus just speeds that process up and adds an interesting dynamic where the Federation has to deal with the fallout of a disintegrating and chaotic (former) Romulan Empire. Nuking the Borg just removes them as a threat, nuking the Romulans opens interesting possibilities. I still wish that Abrams hadn't done it (and especially not as a fucking piece of backstory not even the main plot) but star trek has always adapted to dumb choices before. But Dukats acceptance of the pah wraiths was a terrible idea, if they wanted to make him full evil it should've been him making the decision to destroy cardassia, but he wouldn't have done that because everything he did in his career was for the glory of his people, which at the end of the day can be considered a noble purpose. Well, I wish it was about something else entirely, but it would have been better if it had focused on trying to stop the destruction of Romulus...and failing. Subvert my expectations. DS9 was still the majority of the time a comfy show. Enterprise was actually way darker (until they hit retard edgyness level with Discovery and forgot things like good written characters).
