I think its more a matter of him choosing to her as his queen that the claim is possible. History is written by the victors so once dany becomes queen even for a day all of the decisions she has done become legit retroactively, and all the people who helped her are no longer traitors but patriots.

Targaryens didn't have some special claim before they took over, they got their power in the same way as Robert Baratheon did. Except Robert's Rebellion was a lot more justified. If Aegon's heirs have claim, then so do Robert's.
