Dragon Demands basically nailed it with his "theory of mind" about D&D. They aren't intelligent enough or don't have enough of a thought process in deciding what they did in each stage of making GOT to be read correctly by people looking at the writing on the level of even just other tv shows let alone the books.

It's literally just "DABID GET THE CRAYONS", except they aren't even thinking of it on the level that a twelve year old who likes dragons and ice zombies and tits thinks about it. They didn't think about the story from the perspective of someone watching it play out as a video story, they just threw together things they would like to film as Mrs Benioff and Weiss, the producers of Game of Thrones. The extent of their thought about how to make a good story is "big battle = good", "fanservice = good", "Dany go mad = dramatic tragedy", and not based on any level of understanding they have about investment in the story or viewers' perspective, just based on the awareness of these concepts second-hand. They simply don't have enough empathy or self-awareness to understand how people think about stories, let alone how they process the visual and verbal information in the medium.

So they made Arya kill the NK and be the focus of episode 5 because they like Maisie Williams the actress. They don't like Arya the character because they struggle to conceive of Arya the character the same way Shae's actress struggled to conceive of a CGI boat existing in the distance. Same for every failure of theirs when it comes to writing the story.
(They were also terrible producers because they're equally ignorant about the practical side of filmmaking and arrogantly pushed around the staff while giving them impossible orders to fulfill - hence why many fight scenes were failures or barely disguised failures).
