I would take stuff a couple times per week, it took a while but signs started being posted in the kitchen, nice at first something like "please make sure to check you don't accidentally take somebody's food! :)" to months later open threats against the thief "stealing lunches will be reported to HR, employees may face termination". LOL. Eventually there was a company wide meeting and some VP got up and said they were gonna find the person responsible and hold them accountable.
