This. Tezuka and other manga artists of the late-40s and early-50scopied Disney's style and everyone who came after them copied their style. The history of anime and manga is just a long list of people copying other people.

There's no such a thing as a company that can't afford a legal battle, legal fee are way to cheap for a company, it's only a problem for individual, much less a company the size of Tezuka and Fuji TV, that's an excuse.

The likely reason Tezuka didn't questioned the legality of Disney's work is because they fucked up their copyrighting process abroad, likely even with plagiarism claims against themselves from another party.
