The only people with realms in better shape are Dorne (which was left out of the war) and the Vale. The Vale is poor and mountainous. Dorne is isolationist and disliked by the other kingdoms. The Reach is about to be plunged into civil discontent because it's been given to a random mercenary.
With possessions in The Crossing/Twins, The Trident, Harrenhal, and Riverrun, Edmure is probably the single most wealthy (in land) lord in the Seven Kingdoms. He's a veteran, well-connected, and generally moral. There's really no better choice than Edmure.
