I think Starfleet pays a wage. However, I'm not certain how money works in Star Trek. Because on the one hand the Federation is supposed to be an Utopia where people no longer have to exchange their lives for money and hoarding of wealth is no longer a thing people are interested in since it's pointless, but at the same time there are several references made to "I'm buying dinner" and stuff like that, so I'm not entirely sure.

Some engineers can do it pretty easily if they have schematic, advanced computers, and unlimited resources, which is literally what the replicators give you.

There is no money in the federation, but you do earn "credit" that allows you to purchase things within the federation, moreso on Earth and Starfleet bases. Everyone has enough credit to live off of, i.e. get food from the replicator etc, but you get more credit from being in Starfleet and depending on your rank also. Pretty much every job is given by the Federation itself so nothing is really currency, it's like a government allowance and they decide what the jobs are worth.

So yeah, being a NEET in the Federation would probably be the best thing a NEET could hope for. That's the trouble with the whole concept of Star Trek. It never really explains a reason that people don't just live lives of leisure, instead choosing to work or sign up for Starfleet where they will probably die to the Borg or something. What about the pleasure planet Risa? That's federation territory where Starfleet take holidays, but we also see that non Federation citizens can retire there if they save up enough latinum, which is the universal currency/ trading metal. So do Federation citizens just get to chill on Risa for their whole lives? As far as I know it is never dealt with in the show

The other problem with the physical world is that it obeys finite physical laws the space & time. There is only a limited number of front row seats at the Opera House.
