Yes VVERs are a much better design in term of safety, but the soviets chose the RBMK over them for a reason : high pressure parts required for VVER reactors were very expensive to make and required specific machining technics and tools.

When they built Chernobyl, more than half of the equipment was defective, they had to double check and reajust on site every part they were supplied with.
Now imagine just how defective those VVERs could be when they couldn't provide quality elements for RBMKs (which were much easier to manufacture). For that reason VVERs were flagged by western specialists for their low quality high pressure steam and water pipings.

To be fair though liquid radioactive waste is almost exclusively VLLW, LLW and to a lesser extent ILW.
(Low Level Waste, Very low level waste & Intermediate Level Waste)

Uranium tailings (LLW to ILW) from the mining process are generally mixed with other heavy metals to become "Sludge" - this is with the modern process considered VLLW, but there is the risk of non-nuclear heavy metals contamination.
