The reactor tried to protect itself by shutting down, but the engineers had manually blocked out the safety devices and so the reactor blew up and melted down.

There were no "jewels" in Soviet union. Since 60-s all civil construction, city planning, design etc. were made as cheap as possible in mass production. From Sakhalin to Kaliningrad, from Murmansk to Crimea there are identical featureless concrete apartment blocks. Same with roads, public buildings and so on.
