When it comes to soap operas, male and female characters get about equal screen time, and that's in a type of TV show that is mostly enjoyed by women. So even in a genre that must be bending over backwards to appeal to primarily women, men are still on equal footing to women in terms of screen time.

With GoT, a majority of viewers are presumably male. So if women don't mind the gender of the character, and a lot of men do mind to some extent especially when the character is supposed to be strong and doing a lot of fighting, (see male reception towards Captain Marvel), then naturally the show's writers and directors will put more of an emphasis on male characters. Nothing weird about it at all.
