Hmm, thats weird. Before Harrenhal, only soldiers opposing Aegon in battle died to his dragons. And the difference between Aegon and Daenerys is the fact that Aegon never burned a city. Ever. He only attacked military targets with his dragons.

The key word here is Stronghold. He never attacked a town or city. Undoubtedly there was rape and killing of non-combatants in said strongholds, but strongholds are valid targets in war. Hell, his refusal to attack towns, and not burn the shadow city is telling.

Just to make it clear, I'm not saying it wasn't brutal. But it wasn't attacking civilians in a captured city. Also, execution by dragon was something the Targaryeans frowned upon, and didn't like to do, it was seen as cruel and barbaric (Look at the ones who did do it, Aegon II to his arch-enemy, and Maegor I.)
